The organising committee of the International Public Governance Congress has unveiled the business agenda for the event, which will take place on 10–13 February 2026 at the Presidential Academy in Moscow. The Congress will bring together senior officials from federal, regional and municipal authorities, members of parliament, top managers of state‑owned corporations, business leaders, as well as leading Russian and international experts in public administration.
The key aim of the Congress is to consolidate the professional community to discuss current challenges and the future of public governance, and to develop practical models of state–business cooperation to reduce regulatory burdens. The event is organised by the Russian Presidential Academy of National Economy and Public Administration (RANEPA) with the support of the Government of the Russian Federation and the Presidential Administration; the Roscongress Foundation acts as co‑organiser.

“We have designed the Congress programme to respond to real‑world demands from decision‑makers – from the federal level down to municipalities. Each track is dedicated to a crucial area: human resources policy, digital transformation, the efficiency of the public sector, regional development and technology partnerships with business. It was essential for us that the debate focus not on abstract concepts but on specific solutions and practices that can be scaled up. A special format – meetings with deputy prime ministers – will allow participants to speak directly about what really matters on the ground. We are convinced that a professional dialogue of this calibre is an investment in the quality of decisions that shape the country’s development,” said Alexey Komissarov, Rector of the Presidential Academy.
The centrepiece of the Congress will be a plenary session with the senior leadership of the Presidential Administration and the Government of the Russian Federation. A keynote address by the head of one of Russia’s largest banks is also expected.
“Only effective public governance makes it possible to deliver on the key tasks of safeguarding the nation and improving people’s quality of life. The Congress programme will enable officials from different levels of government and different countries, together with business and the academic community, to discuss how to implement national development goals through existing and new systems of public service delivery, how to make these services more accessible and practical in regions and countries with different legal frameworks, and to share experience in rolling out new university programmes for upskilling civil servants and training young people for careers in public administration,” said Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the Congress Organising Committee.
