From February 10 to 13, 2026, the venue of the Presidential Academy in Moscow will host the first International Congress of Public Administration. Its mission is to become a center for shaping best practices, defining key development vectors, and setting practical tasks aimed at improving the quality of public administration.
The Congress venues will bring together over 1,200 participants: heads of key departments of the Presidential Administration and the Government of the Russian Federation, regional and municipal leaders, parliamentarians, top managers of state corporations and major domestic companies from the business community, internationally renowned management experts, public figures, representatives of the scientific and expert community, as well as youth leaders.
The event is organized by the Presidential Academy with the support of the Government of the Russian Federation and the Presidential Administration of Russia. The partner of the event is the Roscongress Foundation.
"In today's world, awash with information, effective governance is only possible through digital technologies. These tools enable faster data processing and lead to higher-quality decisions. Today, the Government uses a digital management model that enables a consistent improvement in the performance indicators for implementing presidential instructions, state programs, and national projects. And this means building roads, opening new schools and hospitals on time. The Congress is a unique platform for sharing experience, obtaining feedback, and demonstrating the most effective public administration technologies for various branches and levels of government," said Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Russian Government.
The Congress program will be built around six thematic vectors covering key aspects of modern public administration: development of the state civil service, digitalization of public administration, regional and municipal practices, regulatory policy as a tool to reduce the administrative burden on business, the state for the people, and strategic priority management. Discussions within these thematic tracks will address both systemic reform of public administration and specific management models that have proven effective at the federal, regional, and municipal levels.
Key tasks of the Congress include developing practical mechanisms to strengthen interaction between authorities, business, and science, as well as synchronizing work within the power vertical—from heads of federal ministries to municipal-level specialists. Anton Kobyakov, Advisor to the President of Russia, emphasized: "Today, more than ever, it is important to unite the efforts of state authorities, the expert community, and business at all levels, to coordinate common actions to strengthen and scale the best existing practices. And, of course, to develop new approaches to managing the country's development. The Congress is designed as a unique platform to convert professional dialogue into actionable proposals and fresh ideas."
Setting the Congress apart is its hands-on focus: roughly 30% of the schedule comprises interactive learning, including business games on management decision-making, strategic sessions, and analyses of real management cases. Furthermore, the Congress sessions themselves will be structured not only by thematic vectors but also along three cross-cutting directions: strategizing (improving the efficiency of goal-setting and developing long-term priorities), implementation (developing and consolidating positions among public authorities to accelerate decision-making), and transmitting (replicating achievements and modernizing mechanisms for feedback with society).
A dedicated thematic track will focus specifically on engaging young people. According to Alexei Komissarov, Rector of the Presidential Academy, the upcoming event is largely aimed at addressing personnel issues and discussing principles of professional growth in general: "...We expect a relevant conversation on the public administration system's upcoming tasks and plan to discuss key principles for training the new generation of specialists who will bear responsibility for the country's future."
The event aims to be the leading annual forum where managers, businesses, and experts engage in dialogue, share experience, and receive training to drive specific, measurable results.
