New chapter in Russia–Myanmar economic cooperation: innovative fertilizer project construction started

The ceremony was attended by high-ranking officials – representatives of the Government of the Republic of the Union of Myanmar and regional executive authorities – which demonstrated the exceptionally high status of the event and the strategic significance of the project for the national economy. Five Union Ministers of Myanmar and the Mayor of Naypyidaw participated in the ceremony.

The project has been under development since 2023, when field testing of prototypes of the future plant’s products started. During the project’s implementation, significant data has been accumulated on the production technologies and on the application of innovative plant growth stimulants.

The project is in the focus of the Acting President of the Republic of the Union of Myanmar, His Excellency Senior General Min Aung Hlaing. The support of Adviser to the President of the Russian Federation Anton Kobyakov plays a key role in its implementation, too.

Throughout all stages of the project’s development, the Fund RC-Investments relied on the comprehensive support of the Russia-Myanmar Intergovernmental Commission on Trade and Economic Cooperation (IGC). On the Russian side, the IGC is chaired by Maxim Reshetnikov, Minister of Economic Development of the Russian Federation. On the Myanmar side, the Commission was chaired by Dr. Kan Zaw, former Minister of Investment and Foreign Economic Relations, who was subsequently appointed Minister of Finance and Revenue of the Republic of the Union of Myanmar. Mrs. Wa Wa Maung, who assumed the post of Minister of Investment and Foreign Economic Relations of Myanmar, became the new co-chair of the IGC from the Myanmar side.

Agriculture is the largest sector of the economy in Myanmar, a country with exceptionally favorable climate conditions. The newly established facility will produce up to 16 types of innovative fertilizers that stimulate plant growth. A pilot plant was built in the Moscow region to test the products. The fertilizers produced there were shipped to the Republic of the Union of Myanmar, underwent extensive field testing in the country, confirming their high effectiveness, and received official approval for use.

Fund RC-Investments expresses special gratitude to the Ministry of Agriculture, Livestock and Irrigation of the Republic of the Union of Myanmar and the Ministry of Cooperatives and Rural Development of Myanmar for their comprehensive support.

A decision was made to participate in a large-scale project to create a vertically integrated agro-industrial complex to ensure a guaranteed market for the future plant’s products. This project includes:

  • Farmland consolidation and deep processing of Myanmar rice;
  • Development of a contract farming system with advance delivery of plant products and lending to farmers;
  • Creation of the Russia-Myanmar National Center for Advanced Agricultural Technologies in Southeast Asia.

The concept of developing a rice cluster and contract farming was previously discussed at the Eastern Economic Forum during meetings between Anton Kobyakov and the official delegation of the Republic of the Union of Myanmar. The initiative received widespread support and approval as a significant way to strengthen economic ties between the two countries.

The gala ceremony to commemorate the commencement of construction demonstrated strong interest from farmers across Myanmar and marked an important milestone in the implementation of agreements between the two countries. The implementation of this project represents a significant milestone for the sustainable development of the agricultural sector in the Republic of the Union of Myanmar and the strengthening of the strategic partnership with the Russian Federation.
