Strategic partnership between Russia and ASEAN: Russia–ASEAN Summit Organizing Committee meets

Aide to the President of the Russian Federation Yury Ushakov chaired a meeting of the Russia–ASEAN Summit Organizing Committee in Moscow. The Summit has been planned for Kazan in accordance with Decree No. 268 of the President of the Russian Federation dated 21 April 2026.

Federal officials met with members of the Government of the Republic of Tatarstan, the Roscongress Foundation, and related government agencies.

“Russia has a great deal of experience hosting events of this scale and prestige, such as the Russia–ASEAN Summit that took place in Sochi in 2016. What’s important now is to ensure clear communication between everyone involved so that the upcoming Summit in Kazan can fulfill its purpose and further strengthen Russia’s strategic partnership with ASEAN,” Aide to the President Yury Ushakov said.

Participants discussed important organizational, protocol, transportation, medical, and media issues related to the preparations for the Russia–ASEAN Summit and Business Forum, with a particular focus on inter-agency coordination.

“Preparations for the Russia–ASEAN Summit are proceeding full steam ahead and require the highest level of coordination among everyone involved. Very little time remains until the events, making it especially important that we mobilize all available resources to ensure the Summit and Business Forum are organized properly. We all share a common desire to ensure events are held to the highest standard, that participants are comfortable and safe, and that the necessary conditions are created for a meaningful dialogue capable of strengthening the partnership that is emerging between Russia and ASEAN as a new multipolar system is born,” Adviser to the President of the Russian Federation and Executive Secretary of the Organizing Committee Anton Kobyakov said.

Representatives of the Ministry of Foreign Affairs of the Russian Federation reported during the meeting on the preparation of the Summit agenda and the protocol documents that would strengthen the strategic partnership between Russia and ASEAN’s member states.

“The signing of a final declaration to establish a legal basis for Russia’s partnership with ASEAN, which has been in the works for 35 years, has been planned for the end of the Summit. Joint statements on a number of promising opportunities for practical cooperation are also being developed. There will be a focus on global and regional security, sustainable development, and joint solutions to address current challenges,” Deputy Minister of Foreign Affairs of the Russian Federation Andrey Rudenko said.

Also discussed during the meeting were the structure of the Summit plenary session and preparations for the Russia–ASEAN Business Forum.
